If you have a vowel before the Y you don’t make changes so you leave the Y if it is any letter other than A,E,I,O,U than you change the Y.

but when changing the verb to -ing they Y can stay

We change y into i plus ed. Studied in past simple. As for the Continuous tenses you just add – ing to the infinitive: studying.
