Both forms are correct. Both forms are correct in English. While fulfil is commonly accepted in the UK, Australia, and other British English-speaking countries, fulfill is used in USA. This is due to Noah Webster and his 1828 dictionary which standardized American spellings. Therefore both fulfil and fulfill are considered correct in modern versions of English.
